SB2057 - Department of Commerce Bill -
April 28th - Passed the Senate in the morning & passed the House in the afternoon
Summary of child care portion of the bill is listed below
* Early Childhood Facility Grants
* Appropriation of $3.1 million to the Department of Human
Services for childcare providers recruitment, training, and retention. A
legislative study was added to review the effectiveness of Commerce's
child care loan and grant programs and DHS's child care provider
program.

HB1018 is dead and 5M for Child Care Training, Recruitment & Retention is now in in SB2057
SB2057 - Department of Commerce Bill - only tracking the 5M for child care - Bill also includes funding for Centers of Excellence
2009 ND Legislature in 1418 used ARRA dollars, which were federal funds, for
Child Care training, recruitment and retention in North Dakota.
This 2009 authorized funding runs thru June 2011.
Traditionally in ND there has been a shortage of child care slots for infants and toddlers, for children whose parents work part time and or variable shift work as well as for parents needing care for multiple children.
Western North Dakota with the oil boom is experiencing an ever increasing shortage of child care.

ND Child Care Rules Revision Process has moved forward

In a memo released on January 6, 2011, Jennifer Barry Early Childhood Services Administrator announced that the newly revised Child Care Licensing Rules have been posted on the state website. Licensed providers across the state will be receiving a new copy of the rules and a copy of the North Dakota Century Code state law that applies to early childhood services as soon as they are printed. Online training on the rules will be available. Be watching your mail for further information
The Administrative Rules Committee met Thursday December 14th in a unique evening session in the Roughrider Room of the State Capital to act upon the proposed child care rules. There was a standing room only gathering of child care providers and interested persons. Several individuals, previously opposed to certain parts of the rules, spoke in favor of approving the rules. The Committee voted unanimously to approve the rules.
Jennifer Barry Early Childhood Services Administrator within the Division of Children and Family Services of the Department of Human Services has since stated that, "She believes it will be January before the Legislative Council has the rules ready to print, so providers will not actually have printed rules in the mail until the middle or end of January. So, while they will be effective January 1, we will need to take some time for full implementation. I am working on trainings for family, group, and center rules, and will have those ready by the end of January as well. They will be offered free and online through CCR&R. Please know that I can come out to any of local association meetings to offer training as well. We will have lots of questions coming at first!"
Jennifer Barry also indicated that the Early Childhood Services Advisory Board will meet most likely this spring to further address any additional possible rule changes. A meeting was scheduled for December 15th but was canceled due to forecast for freezing rain throughout much of the state. The Administrative Rules Committee was assured at the December 14th session that it will not be 10 years before proposed rule changes are brought forward.
